Fairness of different tcp algorithms

Hello, friends！

I want to test the fairness of different TCP congestion control algorithm, In order to express my problem better, I print the topology as below,

there are three applications in one server, how can I use different tcp congestion algorithms in the three applications. For example, the flow 

1 and flow 3 use Rnoe ,the flow2 use NewReno, It seems that one server node can't use more than one tcp variant. Do you have any suggestions?
