WhileNCPDP stands by the recommendation to bill million dollar pharmacy claims using the Universal Claim Form to remain HIPAA compliant, this document explores the two different electronic submission methods for million dollar or higher pharmacy claims and the various industry impacts potentially encountered by pharmacies, payers/processors and other entities.

This document provides requirements and best practice guidance for implementation when transmitting NCPDP SCRIPT transactions. This document also contains editorial corrections, clarifications to the NCPDP SCRIPT Implementation Guide documents.

The final rule CMS-0055-F published on January 24, 2020, adopts a modification of the requirements for the use of the Telecommunication Standard Implementation Guide, Version D, Release 0 (Version D.0), August 2007, National Council for Prescription Drug Programs, by requiring covered entities to use the Quantity Prescribed (460-ET) field for retail pharmacy transactions for Schedule II drugs. This change constitutes a modification to the use of the adopted standard, not a modification to the standard itself.

The NCPDP SNIP Committee developed guidance that is strongly recommended to be used in filling out and creating payer sheets based on Version D.0 and above. Payer Sheets may be used in addition to provider manuals or included in provider manuals. Payers may take the request and response template sections within the guidance document, fill out the template per their usage, and send to their trading partners. NCPDP announces the release of version 1.1 of this document that provides clarification and guidance to the industry for the use of electronic signatures associated with electronic prescriptions, including validation, authentication, and meeting regulatory requirements. This white paper is intended to assist prescribers, pharmacy and third party auditors in validating the available data transmitted and stored using industry approved datasets.


The NCPDP Processor ID Number (BIN) is a six-digit number that health plans can use to process electronic pharmacy claims if they do not use pharmacy benefit cards with a magnetic stripe. Plans that use cards with a magnetic stripe should use the recommended American National Standards Institute (ANSI)ISO/IEC 7812 Issuer Identifier Number (IIN) for processing electronic pharmacy claims. ANSI The ISO/IEC 7812 Registration Authority (the American Bankers Association) issues the IIN. numbers. NCPDP issues the Processor ID Number (BIN). The Bank Identification Number (BIN) is a term commonly used in the credit card industry. It refers to a six-digit number that is assigned to banks for electronic routing of transactions. Credit/debit cards that are involved in banking transactions contain a BIN on magnetic stripe. The term BIN is synonymous with the ISO/IEC 7812 IIN. In January 2017, the IIN length changed from a 6-digit number to an 8-digit number. All existing six-digit IINs were converted into a block of one hundred eight-digit IINs.


To obtain an IIN, please contact the American National Standards Institute (ANSI) at www.ansi.org. On the ANSI web page, enter "IIN" in the Search box. Links will appear for the application process. ANSI is responsible for making certain the application has been properly completed and that all appropriate fees and attachments have been collected. Once verified, ANSI will submit the application to the ISO/IEC 7812 Registration Authority for assignment of an IIN.
