4th Regional Conference, 2010

 

Subject: A note of NRNA NCC Israel about returning NRNs

 

We NRNA NCC Israel would like to attract your attention in following issues and hope the up coming Regional Conference will take it necessary consideration.

 

As per the constitution of NRNA 2003 with its amended 2009 there are two kinds of NRNs: i) People of Nepali origin who live in foreign countries except SAARC region who holds foreign citizenship and ii) Nepali citizen who are temporarily living in foreign countries more than 182 days in one fiscal year for work, study, employment and business purpose. Since it's established, NRNA has always raised voice for the cause mainly for those NRNs who hold foreign citizenship i.e. first category NRNs. NRNA never addressed properly to the cause of second category NRNs until now. Therefore it's seems the NRNA has given a name of NRN to the second category of the NRN only to show the large numbers in the organization (current figure of NRNs shows that more than 90 percent of NRNs are in second category). So we believe that the NRNA MUST raise the voice of second category NRNs. There is many things NRNA could do regard this matter.

 

As for example there are almost 3000 NRNs already been returned to Nepal from Israel alone after spending almost five years working in high tech agriculture and more NRNs, who worked in the field of nursing to the elderly, children and disabled person have also been retuning with huge experiences in particular field. Besides these currently almost 15000 NRNs are working in Israel and they are returning back to Nepal in the future. Actually they don't need duel citizenship (It doesn't mean we are not supporting to duel citizenship demanded by NRNA) but they need their future after return in native country. Though all the NRNs who returned back to the homeland with proper and specific knowledge and skill and strong desire but due to the instability and frustrated situation of the country they might be lost and their different socio-economic gain might have negative impact in society if we could not used their aspiration properly. There has no any specific study about the negative impact of such people in the society but some sort of this kind can see around. In other countries we can found a lot of skims from government to the returned population but in our country it will be our great mistake if we wait to the government to do this. At present Nepal Government just think how to send citizens to abroad and enjoy only their remittance and government has no time to think for further skims and program. In other hand if we can use their skills and knowledge in collective manner this could be the big PRESENT to the county. So we strongly like to request NRNA to give emphasis in the regard.  
 
Now the questions may come what NRNA could do for this, the answers are as follows: For this there should have long term and short term strategies. For the long term strategies, our emphasis should go for sustainable development approach like agriculture.

Nepal is an agricultural country and there is no doubt that unless development in agriculture sector the country remains as it is. It is impossible to develop agriculture with out introducing advanced and commercial agro-techniques. The Israel returned NRNs who worked in high tech and intensive commercialized agriculture has the latest scientific technology in the agricultural field which our country is looking for. Collective or individual utilization of this knowledge in the agriculture field, Nepal gain a lot. NRNA could invest in agriculture field in remote areas where we have naturally given resource and with using Israel return NRN's technical knowledge and direct involve of them. From this Nepal not only feed its growing population but also increase its export.  For this NRNA should force to the Nepal government to support this project providing soft loan and better environment. For your kind information some of the Israel returned NRNs has been tried to do something in the intensive agriculture project collectively but they have not successes yet and they need strong backup from NRNA. If NRNA initiate this kind of skims we have the expertise especially in the production of high value medicinal and herbal crops, floriculture and dairy farming which has tremendous demand both in national and international level.  

 

Besides this, the experience gained by the returned NRNs in other field can also be utilized for the nation's development which helps not only reduce the frustration of such NRNs but also help increase the unemployment of the motherland.

 

For the short term, there are possibilities to send skilled person like the caregiver or care provider to Canada, Australia and other possible countries where there is high demand for this kind of manpower in a institutional way. NRNA should advocacy regards this matter and force to the Nepal Government to begin the process. If it is happened Nepal can recruit experienced and expert manpower in the related field from returned NRNs not only from Israel but also from other countries as well so both individual and country will get benefited.

 

These are the just few examples but there are many other sectors where NRNA can work for the benefit of both returned NRNs and the motherland. For this, I strongly request this 4th regional conference to form a task force immediately and should work as early as possible. Delay for this will have a lot of negative consequences.  NRN NCC Israel would like  to request  all of you to support our proposal and to pass it from the conference.
