DOE Handbook Link to Site No Longer Works

HI, 

I have found that the link tot he DOE Handbook site no Longer works and when the link worked the log in membership to the site materials states "Not authorized to access this material." 

On another note. I have been considering making a similar website but structured for Chemistry and Health Physics training. If you have any suggestions, I would appreciate your feedback.
