Hi, everyone -

You may remember that the 3-year energy efficiency plans are being finalized now by the utilities.  The Energy Efficiency Advisory Council (EEAC) will then issue a resolution about the utilities' plans, and then the DPU will review them. TOMORROW at 1:00 the EEAC will be taking oral public comment in Boston.  Written comments should be submitted by October 10th.

The four key points that lead efficiency advocates in Boston are asking the public to highlight tomorrow are below, highlighted on slide #16 ("Key Takeaways). 

1.Low savings goals are not acceptable. Instead, the plan should include goals that match consultants’ recommendations.

2.Enhanced incentives offered for gas conversion are not acceptable. EE dollars should be invested in ways that drive conversion to beneficial electrification, NOT conversion from oil/propane to gas.

3.Failure to account for GWSA compliance does not make sense. Why leave benefits on the table? 3YP should reflect MA-only value for carbon avoidance/GWSA compliance ($35/ton).

4.Performance incentives are too high for too little performance. The plan, as drafted, proposes increased performance incentives, but delivers significantly less in total benefits without explanation as to why.

A sign-on comment is expected to be drafted and circulated next week with a few other points.
