Npgsql submission to Up for Grabs initiative

Hi all!

I just created a pull request to ask the inclusion of Npgsql in the Up for grabs initiative: http://up-for-grabs.net

I think this is a good way of asking new contributors to join the project and start working in an open source project.

I hope it is merged. I already created the label up-for-grabs. So, if you find any issue or feature request which you think is a good candidate, please, use this label.
