You are wrong about the Lorentz transformation stating that a transverse ether wind (inside the wave front) can reduce light speed, since this is in conflict with the wave model. So, the Lorentz transformation is wrong.
There is no time difference between Earth and a GPS clock and no dilation of time. Instead there is a difference in clock frequency, that is due to a clock dependency on the ether wind (or speed). See attachment.
