noVNC itself is just JavaScript. So it should be possible to deploy it
as a PWA. We don't have anything already prepared, though.

But noVNC can only use WebSockets, which most VNC servers do not
support. So you will usually need some form of proxy server set up in
the other end to translate WebSocket to regular TCP.
