Unicode characters being replaced by question marks on NoVnc clipboard

I am using Turkish keyboard and I enabled Turkish language UTF-8 in Selenium Docker which is using NoVNC for web access. When i copied some special words(ŞşİğĞöÖÜü) from my host to inside docker or opposite way, characters has been replaced by question marks during paste in NoVnc Clipboard. No problem in keyboard typing. Copy & Paste is showing behaviour like this.

Here, what is the problem here? VNC server capability (tested in tigervncserver, tightvncserver, x11vnc), NoVNC clipboard unicode issue, or fonts?

Standard VNC doesn't support those characters, so you need to use a
client and server that both support a better clipboard extension.
Neither TightVNC, nor x11vnc do, as far as I know. But TigerVNC does.

So I would guess you are not running sufficiently new versions of either
noVNC or TigerVNC. You need to be running noVNC 1.2.0 or newer, and
TigerVNC 1.10.0 or newer.
