Server did not accept the resize request: Resize is administratively prohibited

I meet a strange case, when I click browser window/max menu button, after max the browser(not full screen), console log output "Server did not accept the resize request: Resize is administratively prohibited", and the vnc viewer can't auto match the parent div, will leave a black frame outside the vnc viewer, such as the attachment.

I'm afraid that's a server issue, as the log suggests.

What server is used here? And can you check the logs there and perhaps
see why it is denying the resize?
