I believe that security patches count as "critical" - the three you
mention are non-security, I don't know why MS would count them as
critical to be honest.

For 955759, Lumension said
"This patch is NOT recommended by the vendor, installing it may open
the computer up to attacks, and Microsoft is providing the patch for
customer to install at their own risk.

Because of these reason, we will not be building this patch."
As for the others, not every MS patch will be released via ZPM, the
intention is to ensure that security patches are provided first, since
every patch requires work to package and test, priorities mean that
some might not make it for some time, or at all. If any are important
to you, I can ask Lumension if there are plans...
