For Verizon, you need to run VZ Access Manager and select the "NDIS Mode"
option.
You may want to contact Altel to find out if they have a similar setting.

I doubt it would shed much light nor would it be of use if it did.
They key would be to configure the cards to not disconnect when they detect
certain traffic.
I would be surprised if Altel did not have a similar configuration.

The reason why some work and others do not, most likely comes down to VPN
Software Version or perhaps the default configuration between different
versions.
