application should run once, but it always runs

I have an application. All it does is run an executable that I
specified on the Run Options, Application tab. I associated it with a
user and checked Force Run. Everytime the user logs in, the
executable runs. I checked Run application once, but that doesn't
make any difference. What am I missing? I only want it to run the
executable once and never again.

No. I'm using DLU, but I don't remove the users. This seems to only
happen with Applications whose only function is to run an executable.
I end up giving them just enough time to get to all my users and then
I remove all associations to stop them from running anymore. But I
can't do that with this App, because the executable needs to force a
reboot...which means my users will be constantly rebooted. It is just
crazy that some apps want to run every time the user logs in. Any
other thoughts?

I tested this with the latest Agent, 7.0.173.91015, and I don't get your
result.

N.B. you must change version number if you change something in the
Application Object, for instance if you first tested the AO and then decided
to add the "Run application once" option you must also change version number
to force NAL to re-read eDirectory. NAL will not automatically pick up
configuration changes, you must change version number.

If you have done that, then there must be a problem with your user's HKCU,
because the "Run application once" option writes a marker to the HKCU hive
only (so it only works with User associated Application Objects).
If the HKCU hive is not properly saved between logins, there will be no
marker for NAL to read at next login.
The marker is here:
HKCU\Software\NetWare\NAL\1.0\Static\TREE\APPLICATION_GUID

I have voilatile DLU enabled but with Roaming Profiles so the HKCU hive is
saved to a server at logout and read from that server at login.

It isn't that - I have no problems with profiles. But strangely it
appears to be working today. I wonder if a wrong setting was cached?
