Check for that setting for both workstation and user containers. You may
have it set 'no' on the workstations, but 'yes' on your user container(s).

You can pick an object (both user and workstation) from consoleone, and
select its properties, then:
Zenworks/Launcher Config/View Objects Effective Settings.
If you see the app popup set to what you don't want, switch it to 'View
Config Tree'
and then you can see where its inheriting that setting.
You'll probably need to do that on both workstation and user objects that
your concerned with (even though the setting probably isn't per user)

Are you using Volatile DLU?
