show us that for an MSI, you need to check that box, to ensure that it can run before a user logs in - as to why it's ignoring the reboot, I think I would enable MSI logging

alternatively you can get the same result by enabling logging in NAL. For NAL windows, choose Help-->About, for NAL explorer right click icon, and choose properties. Hold down F2, and click on More. Bottom left of the screen, check the MSI box, click OK, You will need to restart NAL for this to be picked up.
