They should work just fine.
ZENworks role is simply to copy the policy files to the PC and they are
actually processed by Native Windows Code.

Not necessarily. It might work anyway. If all fails, you can create a
fimple App object to push out the registry entries

Yes, AFAIK.

The main caveat is that XP SP3 supports things that XP SP1 does not.
Any GP Settings that are not understood by XP SP1 will simply be ignored.
