I've worked in large networks with 10,000s of devices and the ports take
just 2-3 seconds to open.
I've far smaller networks that take over 60seconds and had to get the
network folks to really take a look at what they are doing.
One Common Setting for Cisco Switches is "Port Fast Enabled", though that
may not be the only setting.
