REINSTALLMODE=vemus?

I have upgraded all my WinXP clients successfully to the ZfD65sp2 agent to via an MSI zen app. I found the note in the agent readme about upgrading Win98 systems, which states that the REINSTALLMODE=vemus property needs to be used or the install will muck up the system. What effect does that property have on XP systems? I'd rather just create a single app for all my operating systems, rather than one for XP without the property and one for 98 with the property.

So, "vemus" means that newer files will not be replaced. As you can
see in TID10097497 this could sometimes be desireable on any OS.
It depends on your environment.
I also don't know if the "fix" in that TID in fact is that that Novell
changed
the default from "vamus" to "vemus"? This is easily checked with a MSI
table editor.
