The full answer is somewhere in this Forum:
Briefly, VO was not included in SP2 because there was something messed
up with the product updat and they did not want to hold up the entire
Service Pack just for VO.
So, you need to find/download the SP1 cds, install them as another
installation source in YAST, and then install VO from there.
No big deal, just you standard everyday ClusterF$&k!

I used the original OES Linux install CD's and installed all the OES
products. eDirectory, VO ect.. I then applied the SP1 from the OES Linux
SP1 CD's, which ran automatically when inserted in the CD. (I had the Linux
GUI running temp. to complete this process.)
The next step requires downloading a pre-sp2 script from Novell. This
script is key before installing OES Linux Sp2. The script is called
oessp2prepatch.sh. Once that patch has been completed, I then installed OES
Linux SP2 by restarting the system with the and booted form the SP2 CD,
choosing to upgrade the system.
After SP2 has been installed, I then went into YaST from the GUI and was
able to update VO from V1.5 to V1.6 which actually pulls the update from
SP1 CD's.
