HTTP Status 500 loging into VO

I've read TID 3031146 regarding VO HTTP Status 500 error and did what
it recommended:

1. Open the SYS:\system\autoexec.ncf
2. Search for the "Load PSA" statement or "PSA" line.
3. Comment out the line by placing a pound sign ('#') in front of the
load line for PSA.
4. Restart the server.

Unfortunately, I still get the error. I'm able to see the login page
but get this error when I click on the "Login" button.
