update, lost access to modem

have SUSE 10 and just did an update from Novell now I am only able to
access the modem from root and only if I don't try from any user. if I try
to access modem from any user I get "don't have permision check
/usr/sbin/pppd" but I have done a chmod to give permission to everyone. it
also says to check that SUID bit is set???
the problem is then that if I go to root and try to log on it tells me that
the modem is busy and I cannot "kill" it the only way to regain access to
the modem is to reboot.???
syslog in user says don't have permission (any user)
syslog in root says can't find modem (I've checked the path is correct) and
if I "querry the modem" I get "modem is busy"

where did my access go????
