Cannot set runlevel.

I am developing server profiles for autoinstallation of SLES 9(SP3)
servers. No matter how I change the runlevel to 3, when you are
installing with the boot cd pointed to the server, it goes back to 5
(The default).
I can see it set at 3 in the xml file, and in the GUI (X or text based)
But all the same information comes up when you verify configuration
except that the runlevel is then 5.
