Ldap errors when changing password in VO

Hello,
We have recently started having problems with changing passwords through
VO. Our users can login when their password is expiring. VO will prompt
them to change their universial password. Once they change it it just
takes them back to the login pace. Upon looking at the logs we see this

"javax.naming.NoPermissionException::[LDAP: error code 50 - NDS error: no
access (-672)] at
com.novell.vo.authentication.JNDIPortalDirectory.setObjectPassword"
We have tried both NDS password and Universial password changes via VO
with the same error. However if the user logs into Imanager it tells them
their password has expired and prompts to change their password. When
they do it here everything works just fine. I have been racking my brain
for the last week and eerything we do to try and fix this problem does
not work out. Anyone have any ideas?
