Applying a new password policy causes all users affected to have their
passwords expire. The dates are all different so it can't be that it
sets the expiration to the date that the policy was applied.

We are implementing the Password self service and I created a new
password policy with a challenge set. And applied the policy to my USERS
container.
This is on a 6.5sp5 with IDM 2.x and edir 8.7.3
