Can not Create RBS in iManager1.51

NW6SP3 + iManager1.51

More and more Uninstall, Reinstall (as in TID`s...) did not help..

At this morning situation:
1. https://srv1.ami.ua:2200/eMFrame/iManager.html
2. Get and Accept Certificate
3. Write:
User: Admin
Password: ****
Context: ami
TREE: AMI
4. Imanger Open and i see:
Novell iManger Version 1.5.1
No roles or tasks have been
assigned to this user.
Please contact your system administrator.

You are currently logged in as user Admin.ami
in the Novell eDirectory tree AMI

5. I Select CONFIGURE
6. Press on Plug-in Setup and Install
7. Select: Extend Schema and press Enter and Have:
The schema extensions for Role Based Services have previously
been installed and are up to date.
8. Select: Configure iManager and press Enter and Have error:
Error: iManager Configuration Wizard - Error
com.novell.admin.common.exceptions.SimpleSPIException:
VALUE_NOT_WITHIN_BOUNDS
9. Select: Create Collection
select container, where will be created RBS and Press OK.
have this Error:

com.novell.admin.common.exceptions.SimpleSPIException:
VALUE_NOT_WITHIN_BOUNDS

After This step run C1 and see Role Based Service Obejct
WITHOUT ANY LIVE OBJECTS !!!

Same problem.
Removed RBS - updated eDirectory from 8.6:.7.
Get error:

Error: iManager Configuration Wizard - Error

java.lang.Exception:

com.novell.admin.common.exceptions.UniqueSPIException: (Error -672) The
client does not have sufficient rights to complete the requested operation.
For servers, this error in DSTRACE means that the replica list for the
target server does not match the replica list for the source server.
