-632 errors on bootup

A server running NW5.1 SP6 has just locked, would not respond to keyboard.
Tried Ctrl+Alt+Esc to down, would not respond.
Powered server off and on.
On reboot NDPS Broker and Manager failed to load with -632 errors.
ArcServe said no valid queue.
When users try and login they are getting 'Login was unable to
authenticate' 'error code fffffd88'.
NDS Manager show read/write replica in 'new' state, partition continuity
shows 'unable to read'.
