Installing patch error

I am currently running Oracle 8.1.6.1.0 on NetWare 5.1 SP3. I downloaded the
8.1.6.1.3 patch from Metalink. I follow the instructions to install it but
when I start Oracle the TNSLSN81 nlm doesn't load and I get the following
error message:

SERVER-5.00-918: Loader cannot find public symbol: TNSLIB81@snlfnisabs for
module TNSLSN81.nlm

SERVER-5.00-1548: Load file referenced undefined public variable.

Does anyone know why this occurs?

You are missing a library (NLM) or have loaded the wrong version of a NLM.

A few things to check. See the readme file for the patch.

Did you upgrade from required version? There is no patch between.
Is it OK with SP3? It does not require SP4?

The best to do is a rollback and start from there.
