TNS too many files open

I installed 5.1 applied Sp2
Installed Oracle 8.1.6. custom (no seed database)
Upgraded to 8.1.6.2
Applied SP 4 to NW 5.1
Tired to create a database per oracle's note: 33177.1
Netware: creating multiple instances
no problem with steps 1 trough 4 (create init.ora, unload oracle nlm's,
verify config.ora, crate password file)
on step 5: load nlm's with oraload
I saw an error while loading the TNS and quitting.
this was seen on steop 9 when trying to set instance -S:<sid>

because of this Oracle says it's a Novell error, that I should find a
way to be able lo open more files ?????
This server is only running the default config of Netware, so there are
only the normal open files.
Any help on this?
I don't know if it i sbecause I'm on SP4 or because I upgraded to
8.1.6.2 (had never tried it)
By the way, where do you get 8.1.6.3?
