Admin has no supervisor rights

We have two Novell 5.1 servers in our tree. We have reinstalled novell
5.1 on one server. Now the admin has no supervisor rights on the
reinstalled server, so we can not install Arcserve etc... How can we
solve this, and what can be the reason that the admin has no supervisor
rights.

Was the server reinstalled on the current production Tree ?
If you connect to the Tree, can you verify that Admin has 'S' rights
at the [Root] object by going into its property ?
It sounds like the new server doesn't have a replica of the current
Tree or you are facing licensing problems.
