Well, if the only time the abend occurs is when you load BE -- that might

The thing is, 7.11 is 'way old'.

That is the ftp site for Veritas -- you can find the latest iteration of
7.11 there (you will need your existing SN to install it).
I run BE 8.0 and 8.5 successfully on 4.11/4.2 servers.
In theory BE 9.0 and 9.1 will run on a fully patched 4.11 or 4.2 server --
but I much prefer the older 8.0 and 8.5 versions.
