I have rebooted our 4.11 server already because of FTP problems. We
continue to get a 'connection refused' error when trying to use FTP. It
worked once after a reboot then received a connection refused again. How
can I go about troubleshooting this?

how about these ideas?
TROUBLESHOOTING
1. Verify that INETD and FTPSERV nlms were loaded.
2. Verify that the user could login to the server in question.
3. Checked that the user had a home directory
4. Checked default home directory.
5. Checked for a restrict.ftp file.
6. Checked the concurrent logins for the user.
