With testing and installing Groupwise Bordermanager, service pack 3
etc., everything seems to be correct.
I tested it with a hub with two workstation's and the server
connected.
But when I connected more workstations to the hub, I get problems with
mappings.
It seems that the User license units in use keeps at 0, and that all
the connected and workstation's do have grace logins.
I delete de License container with the server and user license and
delete the NLS_SLP object.
Recreate license for server and users and recreate the NLS_SLP with
nlssetup.
Again everything seems to be ok, except for the grace logins for all
te attached users.
The server license says 1 unit in use, which is correct and the user
license unit in use kept 0.
It is not a starter pack but a real SBS6 server.
It looks that the User license are not working!
I installed again a complete new server in a lab situation from
scratch, without Service packs and have the same problem, so patches
or application are not creating the problem.
According to the supplier the (upgrade) license should work als with a
new created server and tree.
Are there any ideas?

Licensing in NW6 differs from licensing in NW version < 6.
Licenses are searched for from the container where the server resides, up to
the root, whereas in earlier versions licenses where searched for from the
user container up to the root.
So you probably might have to move the licenses. Or delete and reinstall
them.

did you purchase the Expansion Pack. If you bought the Expansion pack + 25 users then you did not get the expansion pack that unlocks the user count limit.
I did the same thing . Call Novell and complain about the wording on their price list. It clearly says expansion pack, but it does not unlock the user count. You must buy the Server expansion pack which unlocks the user count. the "promotion" they had on the users was only additive users.

This was the golden hint!
The license for Small Business suite works a bit diffrent from that of
NetWare 6, as you mensionned, but this brought me into the solution
for the problem!
The license object should be above the user objects, or the user
object must be in the same container where the license objects are
placed.
What I had, was under an (O)rganization a service OU and a user OU and
this was not working!
Now I have placed the license object in the (O)rganization container
and now its working.
