trouble with secondary ip on nw65

i added a secondary ip to my 6.5 server, but can't ping it.  The server itself cannot ping the address, but "display secondary ipaddress" shows the address correctly. 
 
I tried the simple command line add and then tried the inetcfg method and got the same results both times.

I can't duplicate the problem here. What is your server's IP address
and subnet mask? And what is the secondary IP address that you added?

I tried it on a different server and it worked fine.  it was a realworld ip with a 255.255.255.240 mask.
 
I guess that I can change this into a more general question.  The secondary address support in inetcfg for 6.5 completely replaces the need to add a secondary address in autoexec.ncf.  It can only be secondary to a primary address within the same range that is already bound to that nic.  Right?
