I was wondering how I restrict certain users from sending print jobs to
certain printers from a Windows workstation. If a user isn't in the
printer's user access control list then why are they still able to send
jobs to that printer? Am I missing something or is this not possible on
Windows?

I think you need to enforce secure printing on the printer and put username
and password into the IPP client.
