How important is Scope Settings?

I noticed it's in iManager but not in the DNS/DHCP manager/client.  I read some posts about it and one user said you have to set it up every time you go into iManager.  Seems like a waste of time.
 
I am trying to set up a new firewall and am taking all of my public IP addresses out of DHCP and using internal ones.  While working on this I got the message about scope settings, etc.
 
So is it necessary?

BTW the standalone java DNS/DCHP management console also has the option to
speciy locator and scope. However this is done through the command line.
It may however significantly speed up the loading of the management
console if you are in a huge tree with many servers and partitions.

You can fole example create a desktop shortcut to the management tool that
has tzhe following command line:

"C:\Program Files\Novell\DNSDHCP\dnsdhcp.exe" -c <locator context> -s
<scope context>

Additionally, there is the -mr option which firces the tool to always use
the master replica.
