What does it look like in DNS/DHCP console?
The above makes it look like you have three address ranges set up, and
the first one of 10.1.14.0 to 10.1.14.0 is really confusing me.
(Again, I'm not sure what it *should* look like).
What I would be doing is to set up the range (10.1.14.0/255.255.254.0)
like you have, and put in single exclusions for particular IP
addresses. OR, I would set up two class C ranges, and then just pool
them together. I've used the pool technique more than the variable
length subnet mask, but that depends on the subnets actually present on
the wire.
