"registration with IP management framework failed -1"

Hello,

I have a name server and web server in a DMZ that has stopped
working. It returns this error:

Starting eDirectory integrated DNS server
Critical: registration with IP management framework failed -1
Critical: loading configuration: failure
Critical: exiting (due to fatal error)
DNS server has unloaded successfully
DNS server exiting

this started after I changed ISPs and attempted to change the public
IPs for the name server and the web server (same box)

Can anyone tell me what this means and how to fix it?

I think this may have more to do with TCP/IP ... I had the gateway
wrong on the server, and when I fixed it, the server returned a
different DNS error. So I attempted further configuration and ended
up with the registration error again. So I'm not sure what's going on
there, it might not be a DNS error so much as just a TCP IP error that
prevents DNS from initializing.
