As Anders said it's really for Microsoft to help you.

However can I suggest that you export a test subnet from your Windows
Server 2003 and examine the format of the exported file. Then I would
write some code or a script to convert the Novell export file to a
suitable format that can be imported to your Windows server.

As part of a book I'm writing on DHCP, DNS and web servers, I looked
into the methods for migrating DHCP between OS platforms. I was sorely
disappointed to find that there are none. It's even a bit difficult to
go between certain versions of NT, though MS has at least provided a
tool for that.

Basically, I was unable to find any migration tools at all to go
between OS versions, other than NetWare to OES2 Linux. The best I
could think of was to be able to export data to a if, manipulate that,
co it to Linux format. But I could find nothing to convert to MS Jet
database format. I did write a section on 'manually' converting by
simply using a different IP subnet or address range and basically just
starting over.
