This is a serious problem, sometimes aggravated by file compression.

Captain Nemo might be useful, allowing you to delete or move files from DOS
or Windows.

You might try starting your server using the commands:
SERVER -NA -NDB

This will load the server without executing the AUTOEXEC.NCF file (-NA) and
without loading NDS (-NDB).

This might allow you to mount the SYS volume. At that point, you could load
the PURGE.NLM program (from diskette) found here:
http://www.3net.cz/software/softe.htm

The name of the file is PURG104A.ZIP.

PURGE.NLM will erase deleted files from the volume, effectively giving you
more space to work.

Another option would be to use the NETBASIC shell, or to install the Tools
for a NetWare Server v1.09d (TOOLBOX) utilities from here:
http://download.novell.com

The filename is TBOX7.EXE.
