NetWare 3.12 didn't include any kind of encryption by itself. Maybe your
partition browser doesn't understand NetWare partitions and thinks it is
encrypted just because it doesn't understand it.

File system encryption is only available on NSS volumes on more recent
NetWare versions. NetWare 3.12 did not have any kind of encryption.

Did NetWare 3.12 support Volume Compression?

No. That was a feature introduced in NetWare 4.
