Update Java (use the one from the JDK - not the JRE) and see it helps.

Now the fact that you first got ConsoleOne to work is because you have
been using an older version of ConsoleOne which didn't check for the
client version yet. That last version of consoleOne does in fact include a
client version check and refuses to run on a client with a version number
less than 4.91 (assuming of course the v4.91 client for Windows XP). Now
the newer clients for Vista and beyond have version numbers 1 and 2 which
are of course lower than 4.91 and therefore ConsoleOne refuses to run. You
can however cheat and make ConsoleOne think you have a newer client
version. This is described here:

Maybe the Java update should be clarified.
On Windows, ConsoleOne does not use the main Java you have installed on
yoru computer. Instead, ConsoleOne includes a full java runtime in its won
directory structure and uses that one. So in order to make ConsoleOne use
a newer java version, you have to replace the jre directory in the
ConsoleOne directory structure.
You should also note that the newest ConsoleOne is written for Java 1.4.2.
If you use Java 5 or Java 6, ConsoleOne may not work 100% correctly.
Esepcially, some plugins are known to not work with current Java versions
and require the obsolete Java 1.4.2.
Finally, you should be aware that updating the Java for ConsoleOne will
neither fix the version check, nor the communication issues after a
workstation wakeup. In fact, the version check is in the binary code in
consoleone.exe and the communications are handled by the client and by
dlls that interface Java with the Novell client.

That's the correct place to submit enhancement requests. It will be
routed to the product manager. This is a new system, so I'm not used to
how it works yet. From the PMs I have talked to, they're quite interested
in hearing from customers, so this has the potential to be a really good
mechanism for feedback.

I haven't tried myself, but it is suposed to.
Note that this only applies to ConsoleOne itself and the Groupwise plugin.
Other plugins might not work on Windows 7.

This is because ConsoleOne uses an old Java version. This is a known
limitation for which there is no official solution.
Replace the jre folder with one from the current JDK.
