Ermm...does that server has IP enabled ?

on the console type 'ncp addresses'

Have you tried more than one WS?

packettrace would be good as Anders suggest. Can you telnet to that
port from your workstation ?

telnet 192.168.123.02 524

do you get a blank screen when you try the above ?

do a packet trace in that case while you try to authenticate
