Change the time zone set parameters in your autoexec.ncf to the following:
SET Daylight Savings Time Offset = 1:00:00
SET Start Of Daylight Savings Time = (MARCH SUNDAY LAST 2:00:00 AM)
SET End Of Daylight Savings Time = (OCTOBER SUNDAY LAST 3:00:00 AM)
SET Time Zone = CET-1CEST
Also execute these commands from the server console to make them active
right away. That way you don't have to restart your server.
Then verify your server clock, and if it's wrong, change it using the
procedure documented here:

I am a beginner and need advice, pls help:
I made a mistake and shifted time manually (set time...) to DST (before
automatic change (defined in parametr "Start of DST") began. Now on DOS
stations time is OK but on Windows stations time is 1 hour ahead. (Change
to DST happend in our country last weekend on March 25)
How can I fixe it? And what is going to happen on April 1st if I do
nothing? Another time shift?
Command time (rconsole):
Time zone string: "ECT-1ECTD"
DST status: OFF
DST start: Sunday, April 1, 2007 2:00:00 am ECT
DST end: Sunday, October 28, 2007 2:00:00 am ECTD
Time synchronization is active.
Time is synchronized to the network.

Other questions:
1) parametr Daylight Saving Time status = Off
Shall I set it On or it will be changed automatically?
2) parametr New Time With Daylight Saving Time status = Off
And this parametr? Is there any connection with parametr mentioned in 1)?
3) for future use it will be necessary to change parametr Start of DST to
correct date (last sundy in March). Shall I need to restart server after
parameter change?
