The fact that you are trying to install NDS7 suggests that you are
installing a very old SP level of 5.1. I suggst you rather try to install
your server from an SP8 overlay CD. While it is not sure that this will
work either, it is certainly much more likely to work than a stone age
version of NetWare 5.1.

What exactly are your compatibility restrictions? Do you have any 4.x
server in your tree that is older than 4.11?
