Did you try searching support.novell.com for nlslrup.nlm?
The first hit for me would seem to fit your problem - TID 10077270 High
utilization on NLSLRUP.NLM thread
What's the latest support pack you have installed on your server?
There are two possible fixes detailed in the above TID:
Prevent the loading of the module if it is not to be used on NW5.1.
This module is not utilized within NW5.1 and can be disabled to prevent
the issue from occurring.
--begin--
1. Rename the NLSLRUP.NLM module so that it is not loaded and restart
the server.
2. Remark the loading of NLSLRUP.NLM out of the SYS:\SYSTEM\NLSINIT.NCF
file and restart the server.
This module functionality is planned to be removed from NetWare 5.1
within support pack 6. NetWare 6 will utilize the functionality and a
fix is planned within NW6 Support Pack 3.
---end---

Assuming the server has been restarted since renaming/removing
NLSLRUP.NLM can you just double-check it's not loaded via 'm nlslrup'.
If it isn't loaded then are you perhaps running backups overnight?

Midnight to 6am is the default time for compression to be running.
