iManger only, and you need to enable self-provisioning (using eDir 8.8.x
and Cert Server 3.2.2 or later).

You could write your own service.

There is an SDK for C also.

You can of course use RBS in iManager and restrict so the "normal" users
only see the tasks you want them to.

But what is the fun in that?
Write your own and you will learn a lot.

You're best to enable RBS and there is a Issue Certificate task that the
user will access within iMan. See
