Can I change local user (Win2K) folder permissions using Novell

Newbie question:

I need to change the folder permissions on two folders on all users
machines(Win2K clients). I wrote a batch file that could easily do
this(using CACLS) if the user has the rights to do it. Problem is
many users don't have the rights and when I try to make an application
object for the batch file to act as system account I get errors. Is
there an easier way to manipulate folder permissions on client
machines with Novell tools?
