Nal Launcher Window Not Appearing

We are running Netware 5.1 and ZfD 3.0. The PCs are Windows NT4 SP6 with
client 4.83 SP1. For the past 3 weeks we have been getting about 10
occurances a day (out of around 800) where the Nal Launcher window fails
to appear when the user logs in. The user can usually go to another PC
and be OK, or try rebooting about 4 or 5 times and be ok on the effected
PC. Its happening all over the building and we cannot track it down as it
is very intermittant - my test PC and Userid will sometimes be OK and
Sometimes not - at any time of the day.
Has anyone seen anything like this before?
