no desktop/explorer.exe on login

hey there, i've seen a few posts about this here in the forums, but
never anyone who had a solution. here's the issue:

WinXP sp1 w/all the hotfixes. Client is 4.83sp2. Zen was 3.2, but
upgraded to Zen 4 Agent.

Some users never get the Windows Desktop (explorer.exe) on login. the
zen Application Launcher runs just fine, and the system is usable, but
no start menu, task bar, systray, recycle bin, etc.

Ctrl-alt-del and going to the task manager and choosing a new task
("explorer.exe") yeilds a functional Windows Desktop. Any way to make
explorer.exe load or to fix it so that whatever is keeping it from
loading stops doing so? It's really really really annoying the users
here at our school (administrators and students alike!).
