Enterprise Web Server and NW 5.1 licensed connections

When you set a restricted area in the Enterprise web server (NW 5.1),
does logging in from a browser use one of the server's licensed user
connection?

If yes, does this licensed connection ever time out?

We have been seeing licensed connections increasing on the server until
all of the server's user licenses are used up. We increased the
server's user licenses so that this should not be an issue in the short
term, but if my assumption is correct on what is causing this, I'd like
to find a way to clear these licensed connections automatically.

it is not supposed to, unless they finally "fixed" it - only using
Apache w/ mod_nds or Apache2 with mod_edir will use a user license

Seeing more licensed connections under NW51 sp5 and sp6 than we used to
see. Was hoping that we could find the answer and either prevent it
from happening or make these connections time out.
